About ICS2 Declarations of Accompanied Units on Our Italy Route

Dear Customers,

Within the scope of the Regulation on the Carriage of Dangerous Goods by Sea, the party interested in the cargo (the shipper, consignee, representative, and freight forwarder) must fulfill the necessary obligations regarding the units containing dangerous cargo to be transported.

Article 11 (2) outlines the responsibilities of party interested in the cargo party as follows:

a. “Prepares or has prepared all mandatory documents, information, and certificates related to dangerous goods, and ensures that these documents accompany the cargo during the transport activity.”

b. “Ensures that dangerous goods are classified, identified, packaged, marked, labeled, and placarded in accordance with the legislation.”

Under the light of those facts and considering the ongoing irregularities and errors with the declarations of Dangerous Goods carrying shipments, below points will be applied as of April 20, 2026.

  1. In case the party interested in the cargo fails to submit the dangerous goods notification in accordance with the legislation to the related port facility and DFDS agency for export/import shipments, a penalty of € 600 will be applied in addition to the regular IMO surcharge of € 150 which is collected for IMDG reservations.

  2. It is mandatory that the Safety Data Sheets (SDS/GBF) of loads containing dangerous or non-dangerous chemical substances be submitted to the agency together with other transport-related forms.

  3. For loads classified as dangerous goods according to the information specified in the relevant SDS/GBF form, the Multimodal Dangerous Goods form must be fully completed and submitted to the agency as required by the International Maritime Dangerous Goods (IMDG Code) and the operating rules of the loading/unloading ports. If the form is not submitted, or if the submitted form contains incomplete or incorrect information, the relevant cargo will not be transported.

  4. For export/import shipments of dangerous goods, if labeling in accordance with the class of the cargo is carried out by us, or if incorrect/invalid labels are removed, a fee of € 30 per label will be charged.

  5. If the documents such as EX, T1, etc., delivered to DFDS agencies by the cargo party for loads containing dangerous or non-dangerous chemical substances are incorrectly or incompletely declared, any operational financial losses and fines imposed by the relevant foreign authorities will be charged back to the cargo party.

Kindly inform all your related operational units.

Best regards,
DFDS Mediterranean Business Unit
